The Federation are holding the population of the planet Albian at bay, stopping revolution
with the threat of detonating a solium radiation device.

The device is activated after the revolution takes place, and the Liberator crew
arrive to try and stop it. Avon has to teleport there and work alongside an old acquaintance, Grant.
Blake finds out that the federation Central Control is at a place called
Star One, and that only a cyber surgeon called Docholli knows it's true location.
