In the aftermath of an intense Federation attack on the Liberator, Blake receives a
message from Travis. He suggests a meeting on the planet Exbar, saying that they should pool
their resources now they are both outlaws.

As a further incentive, Travis reveals that he is holding Blake's cousin, Inga as a hostage
and that he'll kill her if Blake does not come.
